Is an annual salary of $39,000 low for providing for one person?

What if the person got married and the spouse had a professional photography job and they ended up having two kids. Would they be in poverty or be lower-middle class and have to rely on food stamps and government help?

I’m not sure. I know my father makes $60,000 a year, and my mom hasn’t been working for about a year now. And he supports my sister & I, along with my mom. And he’s putting my sister through college. We don’t have much trouble with money. I highly doubt they would need government help with 39 a year.
